Tongxiang Fiberglass Export base is located in Tongxiang Economic Development Zone, Zhejiang Province, covering an area of 12 square kilometers. It is the world's largest fiberglass production base, with a fiberglass output value of 5 billion yuan in 2012, including exports of 340 million US dollars. Tongxiang's fiberglass production capacity accounts for 38% and 20% of the domestic and international markets respectively, with foreign markets covering 90 countries and regions such as Europe, America, and the Middle East.

After more than 30 years of development, the glass fiber industry in Tongxiang has formed a relatively complete industrial chain from glass fiber raw materials, glass fiber products to glass fiber composite material manufacturing, covering more than 50 products such as raw material yarn and wind power blades. Jushi Group has maintained the first place in domestic glass fiber production scale, technology and equipment, variety and export since 1995, and is the largest glass fiber production enterprise in the world. Jushi Group has established overseas companies and production bases in 14 countries and regions, including Canada and South Africa. At present, the Tongxiang fiberglass export base has formed an industrial agglomeration pattern led by Jushi Group and coordinated development of supporting enterprises.

The core competitiveness of the base is technological innovation and supporting collaborative production capacity, with a good foundation and obvious advantages. The base has one national level postdoctoral research workstation, three provincial-level technology centers, two Chinese brand products, three Zhejiang brand products, and one Zhejiang export brand. In 2012, the fiberglass industry invested 150 million yuan in research and development, and the enterprises in the base obtained 16 invention patents, 142 utility model patents, 6 appearance design patents, and more than 70 certifications such as ISO9001 system certification. Jushi Group and Hengshi Fiber and other enterprises lead or participate in drafting national glass fiber industry technical standards and industry standards.

At present, the glass fiber export base has established six glass fiber public service platforms, including research and development, testing, and logistics. Since its operation, the platform has provided logistics services such as product research and development, technology promotion, product quality, material performance and testing, transportation, and freight forwarding for enterprises within the base, saving a total of over 10 million yuan in various expenses. Enable small and medium-sized fiberglass enterprises to share platform resources at a lower cost, reducing the cost of innovation and entrepreneurship.

The Tongxiang Municipal Government attaches great importance to the construction of export bases, and regards the building of export bases as an important platform to enhance the international competitiveness of the glass fiber industry and accelerate the upgrading of the glass fiber industry. Firstly, the municipal government has established a leading group for the construction of fiberglass export bases, with the mayor in charge as the group leader and 15 departments including the Commerce Bureau and the Finance Bureau as member units. The second is to establish a promotion group for the construction of fiberglass export bases by the Commerce Bureau. The third is to establish the Glass Fiber Export base Association. The fourth is to introduce the "12th Five Year Plan for the Development of the Fiberglass Industry" and the "12th Five Year Plan for the Development of Fiberglass Export bases". Fifth, the municipal government issued the Implementation Opinions on Accelerating the Construction of Glass Fiber Export base and the Support Policy for Promoting the Transformation and Upgrading of Foreign Trade of Tongxiang Glass Fiber Export base, and set up special support funds for glass fiber export base. The introduction of a series of policies and measures has laid a solid foundation for further improving the enthusiasm of glass fiber enterprises to explore the international market, enhancing their ability to prevent risks, and promoting the upgrading of glass fiber industry and the development of export bases in Tongxiang City.
